Sharoon Rasheed
Digital Payments Specialist
Sharoon is a digital payments and financial sector policy specialist with more than a decade’s experience at the State Bank of Pakistan (SBP), where he served as Joint Director in the Digital Financial Services Group.
During his tenure at this central bank, he led and contributed to major initiatives including the implementation of national financial inclusion and payments system strategies, instant payment system development, setting up regulatory and technical sandboxes, digital onboarding initiatives, consumer-protection measures, innovation offices, and exploratory work on central bank digital currencies and distributed-ledger innovation. He also oversaw stakeholder engagements with multilateral institutions including the World Bank, IMF, and IFC, on digital financial services, CBDCs, and innovations.
Sharoon holds a Master of Public Policy from the University of Chicago and an MBA in Finance. In addition to his regulatory experience, he has represented his country as a panellist and speaker at international forums on financial inclusion and payment innovations.
At Fii, Sharoon works across research, strategy, and regulatory diagnostics. He is a core contributor to Fii’s global benchmarking study on open-source G2P systems — a comparative assessment of how countries are designing, governing, and scaling foundational digital public infrastructure for identity, payments, and data exchange. He is also helping develop the accompanying handbook and supports a range of other digital finance initiatives.
